Description
Setting the experiment name length to be long in emulab_access and trying to create long lnamed experiments reliably reproduces this.

Transient errors remain, but the system was not successfully closing TCP sockets of failed connections. I'm still not sure what causes the transients, but this fix to slam the failed connections shut significantly improves matters.
